Orange Park Acres (often shortened to OPA) is an unincorporated community and Census-Designated Place surrounded by, but not part of, the City of Orange -- a real distinction that matters for anyone dealing with permits here. It was founded in 1928 as an equestrian community and has kept that identity ever since: numerous horse stables, fenced equestrian trails, a deliberate lack of sidewalks and street lights in many areas, and nearly all homes sitting on lots of at least 20,000 square feet -- close to half an acre. Roughly 5,500 residents live across about 1.4 square miles. When the City of Orange voted in August 2026 to move forward on annexing several nearby unincorporated pockets, Orange Park Acres was explicitly removed from consideration after resident and council pushback -- current, real confirmation that OPA remains unincorporated Orange County territory. Because of that, right-of-way permitting here runs through OC Development Services / OC Public Works, the same as North Tustin, not Orange City Hall.
